make an easy five grand

Hi again guys: There's an essay contest sponsored by the Canada West Foundation for postsecondary students, and the prize is five thousand bucks. The essay question is this: "Who should have the greatest responsibility for reducing Canada's greenhouse gas emissions: governments, industries, or individuals?" Presumably, good philosophy students on the whole are better prepared to write such an essay than students in most (or even all) other faculties, so it'd be in your best interests to give it a try. (Although I'm not sure how the referees will feel about numbered premise/conclusion formats.) The deadline is 10 December of this year, and more information can be found here.
